Mental Health
The Morgan County Mental Health Task Force (MCMHTF) envisions a community where all individuals are supported and equipped to achieve mental health wellbeing and works across four strategic areas – Awareness, Education, and Stigma; Prevention; Access to Behavioral Health Services; and Cohesion, Collaboration, and Partnership – to enable residents, service providers, and stakeholders to collaboratively assess and address the mental health needs of the community.

The MCMHTF utilizes the SPF to guide its efforts. This framework includes five steps:
- Assessment: Identifying local prevention needs based on data
- Capacity: Building local resources and readiness
- Planning: Determining effective strategies
- Implementation: Delivering evidence-informed initiatives
- Evaluation: Examining process and outcomes
Activities and Accomplishments
The MCMHTF has made significant progress since its inception in November 2021. Here are some key developments and initiatives:
- Conducted assessments through member surveys and asset mapping
- Provided training in prevention fundamentals and Mental Health First Aid
- Developed vision, mission, themes, and goals
- Promoted key initiatives like the Indiana Behavioral Health Commission Report recommendations, 988, and Health First Indiana
- Developed a local mental health resource list and fact sheet
- Offered trainings on stigma reduction, advocacy, and upstream prevention
- Formalized structure with voting processes, workgroups, and branding elements
- Applied for grants and advocated for policy recommendations
- Planned and promoted the Morgan County Behavioral Health Provider Fair and the Better Communities Coalition Policymaker Meet & Greet
- Coordinated local Mental Health Month campaigns and participated in the local summer concert series and health fairs
- Helped oversee distribution of local opioid settlement funds
Overseeing Distribution of Local Opioid Settlement Funds
The Morgan County Board of Commissioners approved the MCMHTF’s request to oversee distribution of local opioid settlement funds in May 2024.
In July 2024, the task force conducted a community survey to help guide the allocation of local opioid settlement funds for 2025. The survey results, which have been shared with key stakeholders including the Board of Commissioners, Better Communities Coalition Steering Committee, task force membership, etc., are now publicly available. These findings will play a crucial role in determining priorities for funding and shaping the overall distribution strategy. Survey results are available for viewing here.
The task force established an ad hoc workgroup following the community survey. This group, tasked with developing grant application criteria and processes, reviewing and evaluating grant proposals, and making recommendations for fund allocation, had its first meeting in September 2024.
